Pamela Waters, MEd, MCAP, CPP

Pamela Waters is the owner, developer, and day-to-day operator of WatersEdge. During more than forty-eight years in behavioral health, she has directed statewide credentialing operations, led federal and state workforce development centers, and represented behavioral health service providers in practice improvement initiatives. She brings over 35 years experience in counselor education in live and online formats. For eight years she directed the Florida Department of Children & Families’ online Learning Management System for over 150,000 unique users—offering highly rated, online course series on a variety of topics, including the Baker Act, Behavioral Health Treatment and Recovery Support, Cultural Competence, Peer Support, and more.

Today she channels that experience into WatersEdge, writing and publishing every course, and operating the learning platform.  She authored the IC&RC Alcohol & Drug Counselor Study Guide (May 2024) which is the foundation for our Practice Exam program. Likewise, her role as one of the lead authors of Florida’s current Baker Act Reference Guide underpins our Baker Act Essentials course.
